Project Description

SCG team members provided key roles as SCEC Security Designers for the Facilities Requirements for the New Air Combat Capability (NACC) project, for the Department of Defence.

The NACC project is a $1.477 billion dollar major Defence infrastructure project, delivering upgraded facilities at RAAF Williamtown and RAAF Tindal for the RAAF’s new F35 Joint Strike Fighter Aircraft.

The project included construction of a new headquarter buildings, housing 2 squadrons with independent administration and headquarters sections, aircraft hangars, maintenance facilities, a SCIF shared between the two squadrons, a new training and conversional unit headquarters incorporating training facilities, maintenance facilities and a separate compartmentalised SCIF for housing the flight simulators. In addition to these buildings and general base infrastructure, including EO storage and aircraft line maintenance buildings, an additional building was provided for the housing of the aircraft manufacturer network infrastructure and deployable aircraft support container solution, which also necessitated the provision of additional compartmentalised SCIF facility.

A new secure perimeter for the NACC facility, to create a ‘base within a base’, was also provided including high security fencing, high speed aircraft taxiway and vehicular gates, perimeter intrusion detection systems and supporting CCTV system.

With multiple stakeholders involved, including the Department of Defence, Government and Defence authorities (i.e. DSA, CIOG, ASIO/T4) and non-government (Lockheed Martin), incorporating the requirements of each stakeholder whilst maintaining value for money and meeting the overall project requirements could prove challenging. To maintain this balance and meet the requirements, the Security Team worked closely with all key stakeholders to develop a balanced and conformant security solution for the project, using a combination of planning and design, technology and operational management techniques to provide the best ‘value for money’, low risk, security solution for the client.
