EST09636 Commonwealth Communications Room Physical Security Upgrades
SCG was engaged by Downer Defence to support the remediation of non-compliance issues identified during previous inspections at five Core Node Communication Rooms across key Defence sites, including HMAS Cairns, Lavarack Barracks and Gallipoli Barracks. These sites required upgrades to Physical Security Zone 4 construction and electronic security systems to meet Defence standards.

The SCG team leveraged their expertise in security design, documentation, certification and project execution to successfully deliver the two-stage project. The first stage focused on developing briefing documentation that enabled Downer to engage a Design and Construct builder for the necessary remediation works. This included a Technical Physical Security Brief, detailed drawings and electronic security documentation, outlining all required upgrades, from reinforced structural elements to electronic access control system enhancements. Throughout this phase, we collaborated closely with Downer and Defence stakeholders to confirm and finalise security requirements.
The second stage involved construction administration and compliance oversight to ensure all security enhancements were implemented effectively. SCG assisted with tender requests for information, reviewed builder design submissions and shop drawings, and provided technical security guidance throughout construction. Additionally, our team conducted final site inspections to verify compliance with Defence standards, followed by a comprehensive inspection report and practical completion recommendation.
