Cross River Rail Project
The $5.4 billion Cross River Rail Project is a critical and complex public transport infrastructure project to support the growth of Brisbane’s metropolitan area. It includes a 10.2km rail line from Dutton Park to Bowen Hills and 5.9km of twin tunnels under the Brisbane River and CBD, aimed at resolving traffic bottlenecks with the addition of a second river crossing. The project also involves construction of four new underground stations at Boggo Road, Woolloongabba, Albert Street and Roma Street, and upgrades to eight existing above-ground stations.

SCG was initially engaged to undertake a detailed security threat review for the project, a peer review of the project security risk assessment and blast and risk analysis considering current benchmarking, standards and guidelines, and the local threat context. The scope included a review and analytical report, and extensive stakeholder consultation across various state and federal government agencies and the Australia-New Zealand Counter-Terrorism Committee. SCG was subsequently engaged to assess the vehicle-borne improvised explosive device threat and review hostile vehicle mitigation designs, including benchmarking with comparable projects, reviewing standards and guidelines, and considering the Australian domestic security environment and local context.
