Melbourne Protective Security Enhancement Program
The program was delivered by the Department of Justice and Community Safety in partnership with Victoria Police and the City of Melbourne.

The $52.5m Melbourne Protective Security Enhancement Program was introduced by the Victorian Government following the 2017 Bourke Street incident and delivered security infrastructure improvements in the Melbourne CBD, including:
- Hostile vehicle measures at key CBD locations, chosen to reduce the likelihood and consequences of a hostile vehicle attack to the community
- Expansion of the City of Melbourne Safe City CCTV network
- New emergency public address system
SCG was engaged as the state’s security adviser on the program, providing ongoing advice and guidance on complex infrastructure upgrades to mitigate vehicle-as-a-weapon risks to crowded places.
The locations were universally iconic yet individually complex and included the State Library of Victoria, Olympic Boulevard, Federation Square, Southbank Promenade, Queen Victoria Market, Bourke Street Mall, and Flinders Street and Southern Cross stations.
SCG’s role included ongoing expert input to the program’s governance and approval committees, and detailed technical advice such as product evaluations, vulnerability assessments and vehicle dynamics assessments. Our advice was validated through national and international government agencies – including ASIO T4 Protective Security and the UK Centre for the Protection of National Infrastructure – who acknowledged SCG’s leading-edge approach.
