University of Melbourne Precinct wide HVA
Following an initial hostile vehicle assessment of Tin Alley which identified that treating one area of the Parkville campus in isolation could lead to the displacement of a hostile vehicle incident at other locations across the university, SCG was engaged to undertake a precinct-wide vehicle-as-a-weapon (VaW) assessment at the Parkville and Southbank campuses in order to allow for an integrated and layered approach to mitigating the hostile vehicle threat.

The VaW assessment comprised of the identification and assessment of traversable roadways, laneways and gateways within a defined boundary line that may present vulnerability to a VaW style attack, followed by the proposal of pragmatic and fit-for-purpose hostile vehicle treatment options.
These included the application of crime prevention through environmental design (CPTED) principles to reduce the likelihood and consequence of such an incident occurring within the university’s premises.
As part of the assessment, SCG conducted detailed site inspections of both campuses and engaged with a wide range of stakeholders, ranging from heads of faculty to landscape designers and Metro Tunnel Project representatives.
The report included a threat context, site observations backed by photographic evidence, VaW vulnerability zones in order of priority, a comprehensive assessment for each traversable roadway, a vehicle dynamics assessment for roadways vulnerable to a high-impact penetrative attack and practical treatment options to reduce the risk of a VaW attack to as low as reasonably practicable.
