Security Master Planning
SCG has extensive experience in security master planning for large precincts, cities, campuses, major buildings, critical infrastructure and secure facilities.

SCEC Consultancy
SCEC Security Zone Consultants are formally endorsed by SCEC to provide physical security advice to Australian Government agencies. This includes specialist support for the design, acceptance testing, and commissioning of Type 1/1A Security Alarm Systems (SAS), as well as establishing appropriate physical security environments to safeguard official information and assets.
Delivering secure facilities for the Australian Government agencies requires more than technical know-how — it requires trusted expertise backed by formal endorsement. The Security Construction and Equipment Committee (SCEC) Security Zone Consultant scheme ensures that only professionals with the highest standards of integrity, confidentiality, and technical skill can advise on government and high-security projects.
We bring together one of Australia’s largest teams of SCEC-approved Security Zone Consultants, with a proven record supporting Defence, Federal and State Government agencies, and critical infrastructure projects. We partner with our Australian Government clients to:
- Ensure full compliance with the Protective Security Policy Framework (PSPF)
- Provide specialist design input for high-security and classified facilities
- Deliver secure, practical solutions that withstand rigorous government requirements


Hostile Vehicle Mitigation
We plan and deliver hostile vehicle mitigation that is credible, proportionate, and cost-optimised. Using the UK National Protective Security Authority (NPSA) methodology, we translate threat and vulnerability into clear Design Basis Threats and Operational Requirements that balance protection, place-making, and operations.
From early concept to detailed design, we set standoff, speed-management, and access principles that address Vehicle as a Weapon (VAW) attacks, VBIED standoff needs, and Trojan vehicle risks at secure perimeters, service yards, and secure loading docks, across public spaces and critical infrastructure.
Our approach includes geometry and barriers: public-realm layout, lane narrowing, deflection, vertical relief, and pinch points to control approach speed and angle; plus rated and non-rated measures where justified.
We conduct vehicle dynamics assessments, traffic/pedestrian characterisation, and impact-energy calculations to size solutions correctly.
Where products are required, we provide vendor-neutral selection analysis and specify IWA-14/PAS 68 barriers, bollards, street furniture, gates, and blockers with foundations suited to services, pavements, and heritage constraints.
Site & Target Hardening
We help organisations reduce attack surface and increase time-to-defeat through proportionate, design-led site and target hardening.
We integrate deterrence, delay, and detection elements so hostile acts are harder to plan and execute, and easier to discover and disrupt.
From perimeters, building envelopes and undercrofts to roof access, plant rooms, loading docks and service penetrations, we translate threat and vulnerability into clear, buildable requirements that strengthen the places adversaries most often probe.
We pair physical measures with oversight (sightlines, lighting) and electronic detection so hardening is part of a layered, monitored system, complete with acceptance criteria contractors can price, build, and prove.


Blast Threat Assessment & Analysis
We help define credible, proportionate blast design bases so projects can be planned, priced, and built with confidence.
Our blast threat and risk profiling directly informs the structural and architectural response. We conduct threat and vulnerability analysis and assist with the definition of the required Design Basis Threat (DBT), grounded in credible scenarios (person-borne, VAW/VBIED, stand-off) and Net Explosive Quantity (NEQ) implications, so standoff, loading, and performance objectives are realistic and defensible.
We work closely with specialist protective engineering partners to convert assumptions into analysis designers can use.
We integrate Critical Infrastructure Protection analysis and recommendations (i.e., SOCI, MTOFSA, Aviation) and align with recognised guidance (NPSA, ASIO advice, HB 188, and relevant international standards). Our deliverables are contractor-ready and coordinated with HVM, CPTED, and wider protective design.
Crime Prevention Through Environmental Design
We help embed CPTED into planning and design so places are safer, more resilient, and welcoming by intent.
Our approach translates crime-risk and user context into clear protective design requirements, including natural surveillance, territorial reinforcement, access management, activity support, and maintenance, so crime deterrence is built in, not bolted on.
CPTED is about shaping environments that naturally discourage crime while promoting safety, accessibility, and community confidence.
Our CPTED practitioners align designs with ISO 22341:2022 Security and Resilience – Protective Security – Guidelines for Crime Prevention Through Environmental Design and provide vendor-neutral specifications and acceptance criteria.


Construction Administration & Site Inspection & Testing
Our services include specialist security and ICT oversight and advice during construction to ensure compliance with project design specifications.
This includes response to RFIs, conduct of progressive inspections, and support for final equipment and installation verification.
We perform independent witness and acceptance testing in line with client specific requirements for testing and certification to ensure all systems are installed and tested for correct operation, reducing risk, saving costs and ensuring high-performance outcomes.
